#1357-Admin team user can’t add new user

I had created a admin team user and permissions of ADMINISTRATION - USER & TEAM all tick But the team member can’t able to add new user , also if any user is in inactive that also can’t able to enable getting error of “Module limit exceed” Please fix it urgent
