I have problem about to my title thread,
I just add new subcriber or the subcriber who was number in my subcriber in this system, when i was sent message on live chat, system botsailor sent me notice :
"Sending message outside 24 hour window is not allowed. You can only send template message to this user"

How to i can sent message again to that's my subcriber or new subcriber meanwhile the system not allowed me send message?

WhatsApp doesn't allow to send regular message to the imported WhatsApp subscribers. You must use "Message Templates" to send message for business initiated message. If the subscriber sends message first then you can reply with regular message within the 24 hours of the message window.

Yes, you can send messages after 24 hours, but WhatsApp requires the use of Message Templates for this. According to WhatsApp's policies, only Message Templates can be used once the 24-hour messaging window has closed.
