An active user is any active Member account under your white-label store. Billing uses the average daily active user count for the cycle (with the minimum billable users applied), charged across volume slabs like electricity units.
Free/trial users are limited to have a maximum of 100 subscribers.

We count subscribers on your bots and your users’ bots each day. Your bill uses the average of those daily counts for the billing cycle, applied across volume slabs (only the subscribers in each slab are charged at that slab’s rate).
