#1493-Allow subscriber label name onetime

Hello team, i noticed i can create multiple times label for same name. yes i know it's generating different label id and showing subscriber counts but due to this getting confused during broadcasting so i suggest you to limit label name to onetime and dont create duplicate label name. Thanks
