Phone Number Duplication Issue

I am facing an issue with setting up WhatsApp with WooCommerce, and I would appreciate your assistance in resolving it.
All of my customers are from Morocco, but they enter their phone numbers in two formats:
+212 followed by 9 digits
0 followed by 9 digits
The issue arises when phone numbers in the format starting with "0" come through WooCommerce. This creates duplicate customer records on WhatsApp Subscriber, one with the number +0600000000 and another with +212600000000
